INCORPORATION
The National Housing Development Authority was incorporated by the National Housing Development Authority, Act No. 17 of 1979 to undertake Housing Development activities in Sri Lanka.                                                                          

The Authority with its head office in Colombo carries out its activities on an island wide basis through a network of 26 district offices and 2 metropolitan offices.

 

VISION

To be the leader in facilitation of housing needs of the Nation.
 

MISSION

To constantly monitor the housing sector of the country and develop programmes to cater to meet the short fall.
  • Evolve strategies to make housing to affordable to all classes of societies.

  • Facilitate individual families and private sector to create new housing.

  • Facilitate management of existing housing stock of the country. Develop infrastructure complementary to settlement development.

  • Creating confident, dignified society through home ownership.

  • To build up a healthy relationship with the customers

 
Objectives
To directly engage itself in the construction of flats, houses and other living accommodation or buildings

To formulate schemes to establish housing development projects in order to Alleviate the housing shortage

To cause the clearance of slum and shanty areas and the re-development of such Areas

To promote housing development

To develop or re-develop land for the carrying out of any of the objectives of the Authority

To make land available to any person for housing development

To provide financial or other assistance to persons engaged in any activity which is similar to any of the objectives of the Authority

To conduct, promote and co-ordinate activities in relation to all aspects of housing development

To do all such other acts as may be necessary or conducive to the attainment of any or all of the above objectives.

 
STRATEGIES
The strategies followed by the authority in achieving the objectives are;
  • Providing financial and material assistance through loans and grants depending on income levels of homeless families with technical assistance to build their own homes.

  • Providing lands and infrastructure to create new settlements, at affordable cost

  • Promotion and dissemination of affordable building techniques.

  • Directly engage in construction of houses in urban areas at affordable prices with easy payment schemes

  • Creation of subsidized housing project for deserving communities such as government servants.

  • Engaging in refurbishing or rebuilding old settlements directly or with private sector participation

  • Facilitation of private sector involvement in new housing projects by concept development and providing lands.

  • Converting rental housing to outright ownership.

  • Ensuring secure tenureship to poor.

  • Providing consultancy and other services to stake holders in the housing sector.

 

 
GOALS
The National Housing Development Authority is required to meet the following Goals within the period of 2004 – 2008.
  • Complete elimination of housing backlog estimated to be 284,337 by the year 2004.
  • Assisting 127,784 families with housing loans.
