FIRST PUBLIC PRIVATE PARTNERSHIP (PPP) HOUSING PROJECT TOBE
LAUNCHED IN PALLEKELE, KANDY
The
first project of the Public Private Partnership (PPP) Programme
of National Housing Development Authority (NHDA) will be
commenced at Pallekele, Kandy, aiming at the proper
implementation of state sector housing development programme.
Under the guidance of
Minister of Housing and Common Amenities, Mrs. Ferial Ashraff,
PPP Programme is planned to be implemented with the financial
and technical assistance of the national and international
investors to bring together the experience and resources of the
public and private sector to provide services to the public at
the best value for money.
Under this concept
the projects will be implemented on a land owned by NHDA and the
developers will provide their finance and technical inputs to
the projects. Planning and implementation of the project will
be done by the developers in consultation with the NHDA.
Houses will be
marketed by the NHDA to the needy people on affordable rates
taking in to account of the market value in the area.According
to Mr. Mohamed Rafeek, Chairman, NHDA, this is the first time
that the Public Private Partnership housing development
programme implements in Sri Lanka under this frame work.
In this context,
while assuring the state sector land based investment, the
houses will be offered to the needy on affordable rates making
use of the finance of the national and international investors
in a large scale. Under this housing development programme an
agreement on first PPP housing project for the construction of
25 housing units at Pallekele, Kandy was signed with ASPIC
Residencies (Pvt). Ltd. recently at the Head Office of the NHDA,
Colombo.

Chairman, NHDA signed the agreement on behalf of NHDA and Mr.
Sampath Wickramasinghe, Director ASPIC Residencies (Pvt) Ltd.
signed the agreement on behalf of ASPIC Residencies (Pvt) Ltd.
under the guidance of Mr. Deepthi Perera, Chairman of ASPIC
Residencies (Pvt) Ltd.
Mr. M.T.M.Sadiq
Working Director, Mr. Wasantha Wijeratne, General Manager of
NHDA and Mrs. Preethi Wickramasinghe, Directress, ASPIC
Residencies (Pvt) Ltd. also represent this occasion.In total
there are about 09 housing projects were planned to be
implemented under this concept in different parts of the
country.
In the first phase of
the programme 633 housing units were planned to be constructed
in years time at Pallekele-Kandy, Jaltara-Hanwella, Mr.
Clifford- Homagama, Siyane Uyana -Yakkala.
